No, it lacks MFC.

I know. I would also prefer a solution where TSVN could be built with
free tools only. But TSVN uses MFC, and that's not free.
Of course, we could completely rewrite TSVN with e.g. wxWindows or just
go to .net and rewrite the whole thing in C#...
