I tried once, and I was not successfull. It required some tweaking of
the TSVN build scripts (namely dealing with neon's
config.hw.in/config.hw, where TSVN's build.bat does some strange
things), and it still failed when building subversion. There seems to
be some API incompatibilities beween neon 0.24 and 0.25
