I need to rephrase this: I did not check the working copy out myself. I
downloaded a weekly snapshot, which is a zipped working copy.

I think this is some kind of version incompatibility. Working copies (of
other apps) which I checked out myself from our local server have a tmp
folder in the .svn folders. OFBiz' .svn folders don't contain a tmp folder.

Although my Subversion 1.1.4's "svn info" recognizes all versioned files
as versioned, an "svn export" fails.

Question: As I said in my earlier posting, I downloaded Tortoise 1.2.1
but continue to have the same problem. Could that be because Tortoise
uses the old installation of Subversion (1.1.4)?
I am presuming Tortiose is "just" a front-end for the installed Subversion?
