Yes, if it follows a suggestion changing current behaviour, I consider
this a big complaint.

Can it be easier than to have them installed with the language packs? I
don't think so.

How would make this the installation easier? With your suggestion, we
would have yet another package to install - that's *more* work, not
less, and therefore not easier at all.

- you need a spellchecker for a certain language
- you download that language pack, install it, you've got the spellchecker
- if you don't want the TSVN UI to change to that language, just don't
do it!
