[TSVN] Connection Reset by Peer

  I tried it using tortoiseproc, (failed,) an FC3 command line svn
  (succeeded,) and RH9 command line svn (succeeded.)

  Then a co-worker said, "It works on my Windows 2000; Have you
  installed the service packs?"

  I downloaded and installed Service Pack 4 for Windows 2000, and
  then...

  ...everything worked fine! Yay! ***Problem solved.***

  So, if anyone else has a TortoiseSVN "Connection Reset by Peer"
  problem, I'd consider pointing them to the service packs.
