That is possible. The list of overlays is limited but if TSVN places a
Desktop.ini in the folder it could specify a different folder icon. I
don't mean a overlay but maybe some customized version of the normal
icon which could even have a overlay!

Here is a example for such a Desktop.ini how I use it:

[.ShellClassInfo]
IconFile=F:\www\favicon.ico
IconIndex=0
