A folder included with svn:externals is just like any other working
copy, i.e. it too has its own status. The only difference is that if you
fetch the status of the *parent* of that folder, the externals folder
has the status 'external'. But if you fetch the status of the folder
itself, it shows its own status.

So changing the overlay wouldn't really work - I mean most users want to
see the status of the folder (whether it has modifications or not, ...)
and not if it is external.
