Ahhh, now this changes everything. Since there is a limit (Which
appears to be 25 as Simon says as well), that eliminates my concern that
the registry was going to bloat with more and more commit messages.
This doesn't fully alleviate me, though. Because of how I use
Subversion, I have a lot of repositories. Lots of repositories means
lots of commit messages which means that even though only 25 are stored,
its still 25 * number of repositories. So what that means is I haven't
given up on the suggestion, but as you say below...

I took a look once at compiling TSVN, but was intimidated by the fact
that I had to have 867 different things just to get it to compile.
Perhaps it's not as bad as the build steps made it out to be, but given
my lazy nature combined with the 9824 things I have to do, I've not
gotten around to actually trying to compile TVSN yet.

Now that I know there is a limit, I can see why you would be of that
opinion. Now that I know there is a limit, I'm not going to push the
issue unless I'm prepared to back up my opinion with a patch effecting a
change.

Thanks for the replies and putting my mind at ease that this problem
isn't going to be as serious as I originally thought.
