I really like that feature, and I noticed it is unique to TortoiseSVN.

Would it be possible to generalize this feature a little bit more so
that instead of just the tags directory, any path ( or better yet
any regular expression matching a path) could issue a warning and/or
an error (or both if option under settings is allowed)?

I use the tags folder name @ home, but @ work the tags folder name
isn't used at all, and I can't changed the already accepted procedure.

Ps: Bracing for impact for having suggested an option in the settings
dialog. ;)
