It caches the status information of working copies and returns them
when the shell extension asks for them.
So, it it's not running, we have to find out why!

- check the registry entry mentioned above
- doubleclick on TSVNCache.exe in the TSVN installation folder, check
the running processes again
- check the windows application error log for entries of TSVNCache.
