[TSVN] Import Repository Error

Hi everyone,

I installed TortoiseSVN version 1.2.0 on my Windows XP machine, and created an
FSFS Repository folder using the "create repository" command. Then I went to
import a directory and got the following errors:

Error Unable to open an ra_local session to URL
Error Unable to open repository
'file:///C:/Documents%20and%20Settings/Monique/My%20Documents/website'

I have no idea what to do.
