Thanks for your work.

I use korean win2k.
I have the same problem.

I tested TSVN -r 3699.

"Show Differences" in log dialog and "Diff" in content menu is operated correctly.
It shows korean language in TMERGE correctly.

but "Compare with working copy" in log dialog is not operated correctly.

Right view(my working copy) in TMERGE shows korean characters correctly.
but Left view(revision of repository) in TMERGE can't show korean characters correctly.
so TMERGE shows that all lines with korean characters is modified.
