As long as you don't answer the questions we ask you but just keep
asking what you should do, no. Noone here will help you. Noone here has
a working crystal ball to find out what your problem really is.

As Molle already asked you:

You didn't do that.

Also, check your firewall (W2003 has the same firewall as XP - you need
to allow the svnserve to access the ports).
