It was discussed on the list. That's why it got removed.

You've just asked for yet another option in TortoiseSVN. Bad idea,
*very* bad idea. Run, run and hide as fast as you can! ;)

It was removed there for consistency.

Of course, this can be customized. But most people don't do that. Know
why? If you set it too fast, you'll get problems the first time you have
to work late - because if you're tired you don't klick as fast as usual.
And since most people using TSVN are developers, working late is *very*
common here.

Also, in other apps if you accidentally do a doubleclick instead of a
normal click, you don't block the whole app for several seconds
(sometimes even minutes). In the TSVN log dialog, you can easily block
it for several minutes if you doubleclick on an early revision and do a
diff of that revision with your wc...
