I don't believe this is a bug. The lock can only be known if the
repository is checked and this is not done when browsing in explorer.
However, knowing about external locks would be very beneficial so I
would vote for this as an option ("check repository for locks").

In the mean time, you can view locks by clicking the "Check Repository"
button on the "Check for Modifications" dialog.
