This has already been asked for a few times on the list. The answer is
No. I think the reason was that Stefan doesn't want to be responsible
when someone is shot by their co-workers.

You shouldn't be locking an entire folder in the first place anyway. It
goes against the whole idea of subversion.

I havn't tried it , but if you're really desperate you may be able to
get the svn command line to lock and unlock entire folders.
