Have you read the release notes for version 1.2.0? They are here
(linked on the download page) -

May be the following paragraph is what you seek:
"If you access a BDB repository using file:// access you will need to
update that repository to BDB 4.3 format. Instructions on how to do
that can be found on the Subversion FAQ page
(http://subversion.tigris.org/faq.html#bdb43-upgrade)."
