Seems obvious, so you've probably all noticed, but just in case you haven't :-).

Based on the screenshots, the scrollbars are *correctly* missing or
cut off, it does not have anything to do with the scrollbars per se..

It's the part of the window with the buttons on it that's obscuring
the listview because it's on top of it..

The listview needs to be resized vertically to be smaller so that it
ends above the button area..
