[TSVN] Docs on tigris.org

Hi Stefan,

Having the docs on tigris.org is really painful when I receive a > 3 MB
commit email, and then have to update in CVS to get the same again plus
binary files. I thought we had already moved the docs onto Berlios for
exactly that reason.
