Selecting 2 top-level working copies and committing doesn't work, even
when they are in the same repository, because the parent dir is not a
working copy. Ideally we should check that for multiple selections and
only enable the commit context menu entry if the items are committable.

Selecting 2 working copies for commit from different repos results in a
message about svn:externals, which is misleading.
