[TSVN] Can't change Properties when added svn:needs-lock=* in 1.2 (again, e-mail in text style)

Hallo,

sorry for my last e-mail in html-style.

I can't change any subversion property in a document, which has the property svn:needs-lock.

When I add the Property svn:needs-lock to a document and commit it, the it is correctly locked

After that, I choose "GetLock" and change one subversion property which was already set (i.e. doc-autor from unknown to my name).

When I commit the document I get an error: commit failes (details follow)
at least one property change failed; repository is unchanged.

Is this an error in tortoise 1.2.x or in subversion? How can I change the property?
