I thought I saw this getting fixed in the commit emails, but it still
seems broken.

'Get lock...' appears in the main context menu, and in the 'Check for
mods' context menu for files which are already locked in the same WC.

'Check for mods' no longer shows locks held in a different WC when you
check the repository.
