You're right. We deliberately do not add the tsvn_server chapters to
doc.pot, because we originally wanted to keep that chapter in english. The
doc translation process scans all subdirectories of source/en (including
tsvn_server) and tries to translate them. If some phrases are already
translated in other chapters, these translations will also appear in the
spanish / german server chapter.

This is somewhat inconsistent. Shall we:

1) exclude the server chapter from the doc translation process and just copy
it over from english?
2) include the server chapter fully into the translation process?

I'm neutral on this.
