Yep. That was it. I will go nag WinRAR.

By the way, when the menus are ownerdrawn, the 'TortoiseSVN >' submenu
header has no leading icon. When they are non-ownerdrawn there is a
(mangled) tortoise. Is that expected?

Yeuch, those non-ownerdrawn items look horrible. I can see why that's
not the default.
