[TSVN] Add of ignored files to repository sus

I generally have .ini files globally set to be ignored, but occasionally
it's necessary to bang some into the repository.

So was simultaneously adding a couple of files to the repository,
including a .ini and got the dialog up and checked the box for all,
which auto ticked the .ini file.
After the add, it was obvious the .ini had not been added, despite it's
check box having been ticked.
So before doing a commit I try adding the .ini, by itself this time and
it worked.

So the exclusion checking is knocking out the excluded files when non
excluded files are present, despite them being checked for adding.
Well actually I should not use the plural sense here because there was
only one of each in the process.
