[TSVN] Running out of icons

Hi Stefan,

I thought you made a change so that if we run out of icon slots, an
alternative icon will be used instead. That doesn't seem to be the case.
I know I don't have enough slots for the 'Add' icon to appear, so when I
add a file I hope to see the 'modified' icon instead. Instead I just get
no overlay.

Build 3031.
