[TSVN] Get lock on existing repo

Hi folks,

I am testing locking with an existing FSFS repository on ra_local.

If I try to get a lock, I succeed, which is a surprise as I thought the
repo had to be explicitly upgraded to support this. But repos/db/locks/*
has indeed been created, and commits from other WCs are blocked.

However, repos/db/hooks contains only the original 5 hook script
samples, so the auto-update is not complete.

Is this the expected behaviour?

If I create a new repository it has the full complement of hook scripts.

Help/about shows SVN 1.1.0, dev. Has the nightly been updated to 1.2.0
RC1? We don't show the precise SVN build, and if I ask on the SVN list,
that's the first thing they will ask.
