[TSVN] Cannot build TSVN 1.2

I did a fresh checkout of TSVN trunk and the Subversion 1.2.x branch. The
TSVN build script does not successfully build Subversion. It appears that
the problem is that the svn_private_config.h file that is shipped with
TSVN is a little out of date. It looks like Subversion renamed one of
their #defines for 1.2. I have attached a patch that bring the TSVN file
up to date and lets me build.

I am not sure why Russell does not have this problem on his build machine.
