I am not suggesting any magic spells, I am suggesting that the user would
take the unlock option and there would be a check box of some kind to
enable the --force option on svn unlock.

When svn lock fails, the error message could indicate that the user might
be able to remove the other user's lock via the unlock option, with the
sort of disclaimers you suggested added.

All I am saying is that you should not be able to proactively say you want
to steal the lock as part of the initial lock request. There have been
good ideas suggested as to how the UI might lead them through the steal
process when the error occurs. I just think adding that UI is overkill for
release 1 of the feature when we are already adding an unlock option that
is capable of doing it.
