Maybe it's more appropriate to indicate in the overlays that a file
has the "svn:needs-lock" attribute set.

I mean, if you don't show the user that the file needs a lock action,
how is (s)he going to know to look for that (instead of just diving
into properties and manually disabling the read-only flag)?
