[TSVN] Different handling of commit between tortoise and subversion

Hello,

tortoiseSVN does not ignore subdirectories, wich are created using the
svn:externals property when doing a commit as subversion (svn commit)
does. With subversion you have to explicitly commit each external
subdirectory, wich is more what we need here than the way tortoise does it.
What is the reason for this different behavior? Is there a way to change it?
