I believe the external cache is still turned off by default
(check for a registry key HKCU\Software\TortoiseSVN\ExternalCache
if it does not exist, create it as a REG_DWORD and set it to 1)

Sorry to butt in but Piotr has provided a **lot** of info, just to
clarify - his reproduction recipe working copy contains 8 files but his
actual day to day working copy with the 3 min delay contains the 1200
files and takes the 3mins. to show a menu. He would like to know why when
asking for the status of a single file in a working copy is the status
of all files checked?

Piotr have you tried the external cache? I have a working copy on
a network drive with approx 1,800 files and the response is v quick
even with recursive on.
