Because ignoring is something which changes the folder properties. Now,
ignoring from the commit dialog is therefore not a good idea anyway,
because if you haven't done an update right before you fire up the
commit dialog the commit will fail!
If you ignore from the explorer, then the overlays of the folders will
change and you would know that you have to update first.

And I don't think we allow ignorging multiple files from the explorer
either: you would only see an ignore-submenu with the filemask in there
which you then can ignore.
