[TSVN] SVN repository authorisation

Hi all.

Sorry for probably stupid question (and for bad English too) but I just
cant figure out how to make TortoiseSVN authorize on SVN server.
Help file told me that authorization dialog must pop up when repository
is require login/pass.
But my repository have anonymous read only access enabled, so when Im
trying to commit changes (after successiful checking-out of working copy),
no auth dialog is present, and Im getting "Commit failed: 403 Forbidden"
error.
TortoiseSVN version is 1.1.1 (not the last one, I know).
