"How much effort ..." is not always obvious and that judgement is best
left to the programmer. What appears to me to be trivial from Delphi
experience is sometimes much less easy in VC++.

The only effect priority really has is the default sort order of the
issue list, and on lulling readers into a false sense that high priority
items will get fixed real soon ;-)
