Discussing things first on the mailing list is not inefficient, and for
the SVN project it's the standard way of doing things, even for the
project leaders. I now have write access to the issue tracker but I will
continue to post things to the mailing list first. There are plenty of
things I don't know yet, or have forgotten. We don't want to clog up the
issue tracker straight away. That's why the old one got ditched.
