[TSVN] RFC: Bugtracker

Hi Folks,

IIRC I have suggested this already a while ago. I'd like to set up a *real*
bugtracker for TortoiseSVN.
I know that Steve is keeping his own ToDo list, that Will is aware of
Problems in the cache, that I have to catch up with several sections in the
german docs and so on. I know that all this knowledge exists somewhere, but
I'm always afraid that parts of it are getting lost. I also know that the
main reason for not using the tigris.org bugtracker is that anyone can file
issues there without proper descriptions, reproduction recipes, without
looking for duplicates and so on. You all know what I mean.

I therefore propose to set up a public bugtracker on berlios.de (my current
favourite is either Flyspray http://flyspray.rocks.cc/ or Mantis
http://bugs.mantisbt.org/). I'm using mantis for years, so I know its pros
and cons, but I'd like to test Flyspray in real life.
- Read access to the bugtracker will be given to everyone.
- Write access will at first only be given to the core developers (currently
Steve, Will, Simon and me).
- Other Groups (testers) could be defined which are allowed to create and
modify tasks as well.
- People will only be given an account (as tester) upon request.

This way I hope that we can limit the number of useless entries to zero, but
at the same time keep track of non-trivial tasks.
