Uncheck "Create branch/tag directly on the server" in the "Branch/Tag"
dialog.

Or:
Select the revision in the Show Log dialog and choose "Create Tag From
Revision" in the context menu.

I suppose to rename that item to "Create Branch/Tag From Revision"...
