Uncheck the option "Create the branch/tag directly on the server". Then
the branch/tag dialog will create the a branch/tag from your working
copy, including all modifications you've made.

Other possibilities:
- Log dialog, select the revision, right-click, choose "Create tag from
revision"
- Repository browser, change the shown revision, then right click on the
folder you want to create the branch/tag from and select "Copy to...".
Then enter the new URL.
