- Does this mean it works on one workstation and it doesn't work on the
other?
- Does it work if you (temporarily) disable your virus scanner on the
workstation that doesn't work? (pun intended ;-))
- If it can be blamed on virus scanner and (T)SVN not coexisting peacefully,
what is the name of the virus scanner?
- If it can't be blamed on the virus scanner. Well, I have not idea...

That's one possible solution. The other one is to use a virus scanner that
doesn't lock files.
