I think it comes down to a trade off:
Either store the user / password, and you wont get any prompts
Store just the user (prompt for password if just getting the ticket list
requires auth)
Or don't store any auth details - pulling down the list requires a promp

It's not that TSVN can't store that auth data. It's that some users
don't want to store that data at all (one computer, many users, but the
same working copy. And they still want the log messages to have the
committing user as the author).
