I tested now again with TortoiseSVN 1.1.3, Build 2699, UNICODE

The Revision Graph is still blank for files with spaces in name (e.g.
"foo bar.txt") I investigated it more and also files with characters
which have to be escaped in URLs it is blank (e.g. "fooäöübar.txt").

The URL isn't escaped right because if I add "foo%20bar.txt" and "foo
bar.txt" and want to view the Revision Graph for "foo bar.txt" I get the
graph of "foo%20bar.txt".
