I usually edit the build.bat file:
- remove the mentioned 'rem' from that line
- insert a 'exit /b' after that line
then I run the build.bat again. After that just undo the changes to
build.bat.

To make sure that no previous files are lying around I would remove
every 'Debug' and 'Release' folder you can find. Then, you should also
remove the folder Subversion/build/win32/vcnet-vcproj - otherwise the
python script won't update the already existing files in there!
