[TSVN] Commit dialog

Hi Folks,

I just noticed that the commit dialog shows a horizontal scrollbar if the
tsvn:logwidth property is set. Even if the message in the dialog is shorter
than the defined width. It doesn't display the scrollbar when the property
is not set. Is this desired behaviour?
