Hold on though. Rewriting the URL is what he wants to do. The data
hasn't changed, he's just moved things around in his repository, so it
is the URL which changes.

I think switch requires that both the old and the new path exist so that
it can generate the diffs. In this case the old path is gone.

Having said all that, I seem to remember that SVN has some problems with
relocating the WC root in the same repo. At least I had problems in SVN
1.0.x doing that. Haven't tried it in 1.1.x.
