Interesting. This is not a problem I have seen or had reported. When the
'commit' dialog is built, the cache is not being used at all, so it should
make no difference.

Are you saying that if you right click on the file, then 'commit' isn't on
the list of options?

Are there files in the working copy with names which include non-ascii
characters? (This is not an area which I have tested at all)

No, it should just work. Checking it out again won't make any difference.
