I _think_ it should work with 16 pixels too, but I'm not sure about that.

No rule. It's just that VS.NET automatically converts the toolbar back
to 256 colors as soon as you edit it. So if you use 64K colors, we
always have to edit the toolbar _outside_ VS.NET.
