I don't think so. The patch is about *repairing* bad time stamps when
the files are unchanged (caused by "touch *.c" or similar). I am
suffering from "svn co" *creating* wrong time stamps in the .svn/entries
file. And a "svn cleanup" does not repair it.

I have posted a short note about it on the svn dev list.
