This is a very common problem when people update, and I think we've been
rather unhelpful in this change. (Even if it was just a fluke that it
worked before.)

Would there be a problem adding a check that both '%mine%' and '%base' are
on the command line, and giving an error message if they aren't?

I've forgotten the rationale for this change - and I can't really work out
from the log which revision it happened in.
