I've found a way to repro: with no icon overlay in settings,
right-click any versioned file with extension ".vb" and "svn:keywords
= Id", then "cancel" the popup clicking outside it. Sometimes,
automatically, the green tick is shown in its folder in the folder
tree.

Doing this in other files (ej: .resx) which doesn't have svn:keywords
don't make the tick to appear.

So either the .vb extension is the culprit or the svn:keywords = Id
should be.

Can anyone repro this? I know it is a minor issue, but...
